    The GBS Group, an engineering services and consulting firm in Virginia Beach, VA, has an opening for a Director of Contract Administration. The GBS Group is a commercial and government engineering services firm with a variety of contract types. Our Headquarters is located within 10 miles of the Virginia Beach resort area and downtown Norfolk’s Waterside District and includes a 24x7 Operational Support Center monitoring all client installations in North America as well as a world class lab with configurations of all client hardware and software systems.

    Responsibilities include but are not limited to

    • Accountable for the efficient and compliant execution and management of all contracts and proposal activities
    • Manage complex domestic and international commercial and government customer, partner and vendor contracts from drafting, revising, negotiating, dispute resolution, contract kick off and close out.
    • Negotiate and drive strategic transactions and sales revenue agreements, subcontracts, teaming agreements, etc.
    • Solicits bids to procure a variety of required goods and services and negotiates and administers contracts/termination procedures
    • Ensures good relationships are maintained with customers, critical suppliers, consultants to meet financial goals, commitments on delivery time, production planning and material inventory control.
    • Support problem resolution, litigation and arbitration including claims and bid protests.
    • Interface with DCMA and DCAA as company representative to maintain compliant business systems and government approval.
    • Assists in the development of proposals, especially with respect to RFP/RFQ analysis including risk assessment and compliance, the legal offer, pricing and negotiation
    • Performs analyses for firm fixed-price and other types of contracts

    Qualifications

    Candidates must possess the following professional experience and qualifications:

    • Bachelor’s degree in Finance, Business Administration, Management or related field. 
    • 10 years of government and commercial contract administration experience.
    • Minimum of 4 years’ experience of contracts/subcontracts management.
    • Proficient knowledge of the entire project cycle from proposal through commissioning thru closeout
    • A working knowledge of DCAA, DCMA, FARs/DFARs, and related regulations as well as commercial requirements is required.
    • Must be able to obtain and maintain a Secret Clearance.
    • Knowledge of the various contract types, relevant terms and conditions and policies governing assigned contracts.

    Desired Characteristics:

    • Proficient knowledge of negotiation techniques
    • Experience with international contracting is a major plus but not a necessity. Experience with engineering procurement and manufacturing contracting
    • Must be familiar with intellectual property matters to ensure adequate company protection.
    • Must be familiar with mergers and acquisition activities a plus.
    • Position may require some travel.
    • Self-directed, flexible and have willingness to do 'what needs to be done' in a small business environment.
